in the city. we new he had to make sure that our students that are growing up in the city are able to access those jobs because they're graduating college-ready. i want to be clear when we talk about a through g i hear the debate not all kids have to go to college and i agree but all of our kids have to graduate ready for college because you graduate ready for college you're able to access living wage jobs and if you don't have math and science classes that are required a through g you're not going to be able to go into apprenticeship for building and trade programs. so this is an important policy for the city. unfortunately with our first two classes the level of cuts that they've been experienced has not allowed our school district to fully support the program that is needed to do that. i think, also, with our city passing really the highest budget that we have seen in our city's history i think it's more important than ever that we really step our support for your families and our kids. that being said i think that there are a lot of conversations in kind of moving targets as we're findin
're not the biggest employers, but they do hire the largest number of employees. over 51% of the city's employees are hired by small businesses. and i want to continue supporting them, nurturing them, have them increase. i hate seeing vacant, vacant buildings, vacant spots. benny knows every time we walk down there, what's going on with this site? what's going on with that site? char men chu knows that as well. we've done a lot of walks together. i want to see every one of these vacancies filled with small bustling business necessarition. we need them to hire more local folks. and one way to do it, one sure way to do it is to make sure that they meet the a-d-a requirements, the federal requirements, the state requirements, our local efforts to make sure that those that have disabilities can also shop and be a participant in our local economy. so, with that, joaquin, thank you for your leadership. we get to launch this wonderful program right here. there are three streets in district 4 that are going to benefit from this. we're going to roll this out to all other 85 neighborhood corridors in the r
is extraordinary city with huge students and hosting responsibilities and an international city with a lot of visitors and with mta what is going on each week and do we have overlap with the bluegrass or fleet week or with the giants like we did. how do we marshal the officers and the parking transit? we can do it and it takes heavy lifting and resources and we learned how to make it more sustainable and to get that level up. having the streetcars and the buses ready in a good state of repair so there are not break downs requiring lead time in the events and look at the procurement cycles and get ahead and have a milestone of this cycle buying this many extra vehicles. we are looking at this now and the workshops -- we had one with the community, the one in december are that opportunity to make sure we're on the right track with their experience. a woman today talked about the experience of crowded trains for the games and i found that too and we have the opportunity for more frequency and reliability and how to make that work and build it into the finance mechanism. mta is very much

the project maybe. it's a gate keeping measure to ensure the city doesn't spend a lot on pre-development cost on a project that is not feasible. in this case that is being borne by the warriors and not subject to reimbursement from the proposal and staff cost and ceqa costs. sorry let me go back. fiscal feasibility has five components which are listed here. so the summary of the fiscal feasibility analysis findings is that the project would generate direct and indirect economic benefits of about $19 million annually and $53,000,000.01 time in city fees. the visitors spending is approximately $60 million a year and there would be 2600 construction jobs and 1700 permanent jobs and those jobs are job year equivalent that created -- construction jobs during the three year construction time frame and those are permanent ongoing jobs that would be supported by the project. project funding we just described the basic structure. okay. for the operation and maintenance cost -- the warriors are going to assume all responsibility for the costs associated with sea wall lot 330 and pier 30-32 and a
by our climate change ordinances and our plan to be updated and the sf puc plan and the city set forth aggressive greenhouse gas reduction targets. san francisco emissions come from a variety of sources, but electricity is about 25% of that, so it's one of the largest areas for reduction in the city. san francisco's electricity supply is actually quite clean to the national average. we are 41% renewable if you include hydro electric power and hetch hetchy and pg&e hydro generation, but the goal as set out by mayor newsom is to become 100% renewable and we have a task force comprised of leaders and community and stakeholders, environmental ngo's and the local utilities and relevant city departments. the task force met for 18 months monthly to discuss issues with renewable energy development for the city and the was to do this goal within 10 years so we looked at barriers and technical opportunities, financial aspects and of course public education and awareness, and ultimately outlined recommendations around three areas, energy efficiency and utility generation and the course identif

was acquired for this hatched portion of the public right of way and transferred to the city as public right of way. therefore, we have found out that the building was now constructed approximately 3 feet over the prompt -- property line on the ground floor and 6 feet over the property line via the bay window. at that point we informed the applicant you have one of two choices, either go through a major encroachment process which we're doing now or alternatively go through a street vacation process so they can maintain the building fully inside their property line. we found out from planning that the vacation of public right of way is typically in contradiction to the general plan and therefore they requested us to go through this major encroachment process. the department in its evaluation does not believe this would necessarily be an appropriate permit for either the city or the applicant specifically. this permit will only grant a license to the property owner to maintain this and it would definitely place a cloud on the title, which may impact future sales and/or refinancing of that p

businesses to deal with a-d-a access issues. and i think this is sort of the next big step that the city is taking to make sure that we're supporting our small businesses in a very direct and hands on way. with this pilot, i am proud to announce that we have over $08,000 that will be going to this district to help with cast inspections. these are basically inspections of businesses to say what it is that you must do over a period of time to become compliant with a-d-a requirements and rules. and these are things that will really help our blitznesses weather any lawsuits and really plan to make sure their businesses are accessible to all san franciscans. so, today i'm very proud of that. we're going to see over 30 businesses be able to have a casp inspection. that is a very meaningful piece to be able to help them weather some lawsuits if they should come down the pipeline. in addition to that, we expect to see $70,000 in actual physical improvement grants that will be coming into the district as well. and, so, i know that the mayor will be looking very intently to see how this program wo

on october 25, about 10 buildings in the civic center area evacuated including city hall, the department of public health, and the war memorial building. as part of the evacuation drill, an ada portion the place as well where buildings that had to evacuate people with disabilities and use the evacuation chairs. the activity went well but it highlighted some areas of further staff training with the mayor's office and disability will follow up on. update on the planning efforts on the golden guardian, disaster exercise in may 2013, there was discussion to establish a timeframe from the project and further develop the deal for including participation of people with disabilities in the exercise. one of the main objectives of the exercise was to see how effective -- the shelter plan will work. there was discussion of the committee to limit the scope of the exercise for best results. we discussed the fema innovation challenge grant. we propose to project to develop a disaster preparedness plan. mld will be dubbed five the results by the end of november. finally there was a lively
gift to our great city. the new money that is going to be used here is going to create 1,000 new jobs before the end of the year with many more jobs to come after that. that is something to applaud. thank you again secretary lahood for that. this is one point 7 miles very similar to the length of the golden gate bridge when 75 years ago that was going to be built and little did we know what that bridge would bring to the economy of san francisco and marin and as we look ahead for 75 years it's interesting what this does for this region. you know the bay area has become the blue angels of science. we do lots of stunts, and we are very successful at doing those stunts and we do them at high speeds, and between this project and the project for cal train to electifiy it over the next seven years $3 billion is going to be spent regionally on transit here, and we can say thank you to the secretary of transportation and to the regional transit authorities who have create thursday opportunity for the transportation. >> >> that will create a 22nd century of transit for the tronst century of

admiral for your inspirational remarks. i think the happiest more than in the city and county of san francisco is the day you said you would be director of oes was me and you failed to mention yes, i was director of the mayor's council but when you came on i was director for horrible months and i didn't know anything then and i was happy when the admiral said yes he would be the director and you did wonderful things. i would like to invite me -- you saw the picture of the plaque of the dedication of the center and when you go out the door it's lovely so i hope that you take a second to look at it. also i want to ask everyone to share refreshments with us in our break out room and you have the opportunity to talk to the admiral personally. i will be very brief on my remarks. much of mine have been covered. we are planning -- doing a lot of planning for the world series. we want to make sure that we create a parade and event after we win the world series that it's safe and enjoyable for the public, and so we had a meeting earlier this week and we will have a meeting once we
are preparing for this hearing, it seemed like there was a lot of work that the city is doing and the police department is doing around the crisis intervention teams and i would like to go a step further in the new year to look at that and see how we are hitting our stride in the crisis response within the department and in putting this team together and the training that is really necessary for us to do the kind of policing that we know can deescalate the crisis that people find themselves in. i see it separate from the issue of tasers and electronic control weapons. it is almost like we are backwards in training a team to be able to deescalate violence and mental health crisis, and at the same time equip them with a tool that if used could have a detrimental effect on the deescalation, and also, it could open a door for, you know, greater usage within the department. that is my personal concern. and it has been a lot of people in san francisco share, i think that you can go out on the road in san francisco, and you can find a lot of people who are going to give, you know, license to the de

are to the sometimes abusive process that are used by litigators to get at them. but in the context of overall our city's willingness to comply with a-d-a, with title 24 of the state, and our own access through our mayor's office of disability. we want everybody to comply. we don't want them to be victims of irrational and abusive lawsuits. and at the same time, we want to give them the help that they so well deserve. and, so, with the extra monies that we have, with the extra monies that supervisor chu also had and making sure that we used it wisely, we decide that had we would create this a-d-a small business access program in conjunction with asian neighborhood services and northeast credit union. we would not only provide some free assessments by certified access specialists that would come out here to the commercial corridors like irving, like noriega and taraval in our investment neighborhood strategies, they would offer these free assessments that would do the inspection and allow the small businesses to understand what all the challenges are. so, it begins with that assessment. and then with th
coordination program, it was intended to, one, coordinate with city agencies, community based organizations, and developers to provide an analysis of soma housing stock, plan development and potential displacement, and two, to facilitate and provide leadership development and education to low-income residents regarding housing and development issues. most staff and the cac reviewed the proposals and is recommending $100,000 to fund the agency neighborhood design proposal to provide analysis and communication and leadership development services and $60,000 to partially fund the veterans equity center proposal to provide leadership development training. both over a two-year period starting in january 2013. the neighborhood and business coordination program was intended to develop and implement a program that connects soma residents, community-based organizations and small businesses located in the neighborhood to create employment opportunities and other connections to achieve neighborhood cohesion. we did receive proposals on this program area, but the committee and staff decided not to reco
that their intention is to come to the city on a one-time basis but this is only funding source for half a year. and so hypothetically in the year -- the school district would have to pay for an annualized expense ongoing, year after year. so i think that we don't have an answer from the school district about what their intentions are. nor do we have really the answer from the san francisco unified school district about how they prioritize this in light of some of the other budget priorities that they may have. so i think we would benefit from having a continuance, but i do think these are very important questions to ask before we make this decision. so again i want to thank supervisor kim for the continuance. i do think that the cause is a worthy one. i think having credits that kids can catch up on is a good thing to have kids be able to graduate from our school district. but i think it matters about how the school district intends to prioritize this in their own budget. i think it matters about how they intend to continue supporting this in the long run. thank you. >> president chiu: supervisor elsb

as a continuation award. so, in 2009 the city was awarded under the same grant category to encourage arrest policies, and that was awarded to the san francisco district attorney's office. the original applicant at the time was the mayor's office of criminal justice. in the 2012 fiscal award announcement where we have applied to tailor our grant awards specifically to follow the assessment, it was indicated that a law enforcement entity could not be the lead applicant. our communication with the mayor's office and the department of status of women appeared most appropriate for them to be lead applicants. so, you'll see within the materials that the grant award is extending beyond our march date, which was actually when we completed our close out package with the federal government. when we completed our close out, the district attorney's office used our general funds to support the staffing positions that were no longer funded through the grant at that time. we have current requisitions at our business that we utilize to hire new positions in to support those grants. i'm happy to answer any questions

[ applause ] >> let's talk a little bit about this library. it's going to be 60% larger than the other library that sits over there. 60% larger. that means more books, more media, wonderful technology, wi-fi access. if you envision this space and if you look that way you have a wonderful adult area. as you walk in from the mason street side, you have an amazing teen center for all the young adults. absolutely. yelling back here, [ applause ] . that was our deputy city librarian,
and the city as what ron would say "a match made in heaven" because computer engineering is what i call a hybrid between electrical engineering and computer science because it world has many different sectors and you want to be versatile. you don't want to -- well, some of us would prefer to be experts in one field. for example programming or making robots, but i think being versed in both sides of the spectrum tells you tremendously understanding programming, electronics, signal processing, networking, chip design -- i could go on and on, and i think this will give us more opportunities in the area rather than being skilled in one thing. now i'm a senior and i am graduating in the spring, fingers crossed and i couldn't have made a better choice. i think computer engineering was the best choice for me. like i said opportunities are not always readily available. we all get nervous about that. sometimes we need to take charge and take those opportunities so last summer i decided to take it a step further and i applied for probably about 200 different interning opportunities that i sa
berkeley and served our city for 18 years. most recently he covered the beat in my district in north beach where he worked closely with our district residents and community members to ensure public safety in our neighborhoods. among his colleagues, as anyone who interacted with him would know he was known as a very friendly face, voice and protector of our community. i want to recognize officer welsh for his work in protecting our residents and express deep condolences to his family, particularly his children. he will be remember by colleagues and community or his service. i also want to recognize the passing of a friend and a fellow public servant, teresa burke. for the last decade she served as an analyst at the public utilities commission in addition to her work on complicated legislation she was greatly respected by her colleagues for her work advocating consumer interest in securing grant opportunities for new initiatives and serving as the departmental liaison on climate change before her work at the puc. she served as an analyst for the department of public works. i knew teresa not
